They own turfs apparently,so bases are not really that much of a thing.
I really thought these kind of mafia families really faded into existence,guess that proved me wrong.
It's kinda of heartwarming to see these kind of gangs come back though,brings a lot of character.

Eh Aren't turfs the same as owning zones.
For Example:

The whole Gangster Zone turf is owned by mostely GPN/-Obsidian
The whole Neo Zone turf by Kin/-Navy
Blackholst Turf by DeadSec (For many years GETS owned it)
Mafia and Bbz by Darkside

They receive an income when someone buys an item in a shop controlled by them.

So basing is like this rpg thingy right only it requires members inside a base and firepower?

When you controlled a turf long enough you receive a hideout at 4K showing you used to dominate there, am I right?
