How about instead of just having the guns available right in the box, you create a shop that works off a new "gun ticket" currency and players can choose from a selection of the guns listed in this thread. This way, top tier guns can be priced higher than lower ones. Also, there'd be less of a chance of running into the problem of owning all the guns in the box. You could even add a unique skin to the shop for those that do own everything. Just adjust the drop probabilities such that it's still fairly difficult to work towards said top tier guns/skins.
