Dual Saber or Ion Katana?

When is this attack useful? When do you have 6 players on a perfect circle around you?
If you say fort then you are right and wrong, just by the video that i've seen the item is not fast enough to execute the attack enough times like to kill a player in a fort. Basically you'll hit once or maybe twice and you die, if you're lucky a noob around you had 5 hp and you killed him.
