If I change hat, the surgical mask is gone in the hat list. First it was there but after I changed hat, now it's gone. Why?

It isn't intended to be an item you keep, just go back to Ezio in the hideout and get another to continue the quest.

Go to the Holiday shop and you will see the surgical mask lying on the floor grab it and u will keep it,even if you change hats.
