You draw it like a normal picture, doesn't have to be pixel art or done on the computer unless you want it to be.

What do i do to start?can u do this on tablet or Phone?How do i start doing the picture?

Start by taking out a pen and paper and then you let your imagination go wild and your hand do all the work. You can then take a picture of your creation with you phone, and there you will be able to upload it to imgur.com, copy the link, and submit it. I'll search around if there's a quick little guide on how to embed pictures, but if not I'll make one.
