I used GIMP for pixel art and it worked like a charm! I'd just keep it at that but other people have different preferences.

Whenever I made gfx Gimp was my go to. If you have it or are willing to pay for it, Photoshop is great and much cleaner (in my opinion) but you can do everything that you can do on photoshop, on Gimp.
