But Ebizou isn't "left out" You guys have a Japanese theme and a building. But you also have kuronekos grave too, (not to be mean but that's pretty unique and special). Also, idk if this is true but... Was gangster zone based on ebizou or was ebziou's Japanese theme base based on gangster zone?

It cant, we never approved of the subway u see near our hideout, it just showed up out of nowhere. So we requested a subway that we actually designed

Question one answer: it really just depends there's no specification that ik of.
Question two answer: no we tried and it's not allowed because people won't attend public practice spars or something like that.
