One thing that will have to be taxed is High value duty goods that's a sure thing.
It's not about affording to base. The tax is to discourage them from basing so excessively that it deprives other gangs of the chance to base. It's called social equity that needs to be achieved because the current system neglects that and the fortress does not solve this issue by letting a new batch of monopolists dominate.
I believe the area tax for forting events help to reduce lag and improve the integrity of the event because people are winning due to their skills, and not because they had an edge in lags. It also ensures that Pkers who pk out of the base are killing people due to their skills, not spamming at the doors and causing lag. Tax the Pkers!

I feel like there should be rewards for working.
The one reason why I liked pizza is because of the hats and such that come with it.
What if we created a rare item that comes out of digging (like a 0.1-0.3% chance to come out) and it is similar to that of a chest, where you open it and the item can vary, like a brella or something of that sort?

I think crabs are supposed to be that rare (and annoying) item that you get when while digging.
However, I do like your loot system idea. I think finding things like buried bags with awesome loot inside should he a thing, and I agree with the spawn rates if it's good, it should be rare.

I don't recommend it as that might have an effect on the trading economy. Releasing coins, a currency, might (I bloody said might) rival with the tro as the tro is just a shell and new players would start to use the coin aaaaaaaand you can guess where this might lead to.
I think car driving has caused may players to earn too fast a money we need to impose a Income Fee of 50 percent of all earnings they earn.

Perhaps they should make a storyline concept in Era. It'll be progressive until a year or so. It'll feature a variety of quests that'll usually reward you with a small (50-200gralats) up to a decent fraction of gralats (1000-3000), and or an exclusive item/s (like the Carnival monster mount from last year's Halloween). The rewards will depend on the difficulty of the quest itself, including the progress and perhaps the performance you make.
The storyline concept is simply an essence that usually keeps an Rpg interesting and fun. Of course it'll take alot of work and effort. It'll be frustrating as well. But, think of the bright sides it could make once it becomes a reality here in Era.
Also, I feel that many mafia gangs are gathering at many locations in game and their gathering has often resulted in unneeded gang fights and conflicts and excessive and abusive verbal exchange, we should tax these players.
It shall be called the Overstaying Tax. If members of the same gang gather in the same area (except in bases) for more than 45 minutes, they will be taxed at 10 graalats per minute , so overstaying for 24 hours will incur them 14400 graalats.

That's what's makes a decent or good on-going story interesting, because you'll have to imagine and even try to perceive what'll be next (basing on the current and previous parts) a good hypothetical situation would be watching an on going anime series without knowing the manga of that anime or the game counterpart storyline.
Lyk, your ideology regarding about taxing almost everything on Era is simply unorthodox. This is not the real world, trying to apply something so irrational in this kind of game will only cause a catastrophe leading the game to it's total downfall. You just couldn't accept the fact that the majority here doesn't like your idea, even the staffs already told you it'll never be implemented.

Making the story won't be really much of a problem, however it's up to the official staffs of the game to make it canon or not. Either way, I'm glad you guys were able to see my point. And let's hope they can make it possible as a trump card against Era's downfall.

From the way I see it, Era is a mafia and police themed game. So basically first off all, you'll have to choose one side first (You won't be able to change sides, only 1 side per acc). Secondly, you can only complete a quest once to make things abit more difficult as well as realistic and interesting. Thirdly, the quest pattern will be the same as any other regular rpgs (Ex : Complete the first quest to have access to the second quest, and so on and on)

Oh, and perhaps this'll make the faction system in Era essential to the storyline. For instance, if you have chose the Police side, you'll need to have a low-high percentage in the Police faction to gain access the their quests.

This game is dying, i think theres only few time remaining to act and try to save it, we all know who can make this game alive again, only someone can do it. i got told the player database is dropping HARD, probably because people is busy with school or they are just enjoying another games that is more awesome ������

Oh and by the way, we all know those last years era wasnt fun anymore but it was still a bit competitive, thats why most of the « pro’s » were still playing this game. But since its not fun, and theres no competitive aspects, then everyone is leaving(gst 2016/2017/basing system dead/etc..) so congratulations for killing a game your working for.
the problem with the storyline/quests idea is what happens once you do that? nothing. sure, it's fun for a few hours, it may get repetitive, but it's fun. era needs something long-term that keeps players coming back more and more and that they can keep competing for and keep on progressing to do. basing is pretty pointless since there's already a few powerhouses that have a lock on pretty much every base.
era just needs something long term because aside from hanging out with your friends and doing an occasional event every day, there's not enough here to give players an incentive to keep playing.
I agree, time is slipping before the game takes a significant dip in activity.
GST 2016, 2017, and 2018 all were flawed (latency, crashing issues and honestly, '18 wasn't horrible, just a lot of re-matches and that 'cheating' scandal), the lack of true competition is also created a precedence where players felt out-matched.
So that's where this new idea comes in.

What if we classify every player into a category based on their wins?
In games I've played, they've classified players into categories based on their levels.
Say, if you have 500-1000 wins, you're ranked Bronze II (lulz, I'm sorry, this part is still being worked out)
This would encourage players to seek out players based on their given level as well, and it'd be interesting to see how it'd be implemented.

Wins doesnt really mean you have the skill to match other players who have the same amount of wins, for example someone who has just acquired 500 spar wins over 2 years who is an average player matching against a player whos got 500 wins in 2 weeks because they grind spar and get wins pretty rapidly. I like your idea as its used in competitive games like CS GO, Rainbow Six Siege, League Of Legends etc etc but it would have to be an elo system. Where each win you get a set of points and to reach a rank you need a set amount of points and when you lose you lose a set amount of points. But that would be very complex to make so i guess your idea then makes sense but still it all depends on what can be done.
The only thing that would help Graal from losing it's players would be major changes, obvious major changes. It blows my mind they haven't been made and I really believe all the servers will continue to diminish in users.
Alright I shall sum up the new viable and favourable policies thus far
1. Anti-monopolist Cap Rate of 10 gralat per minute levied on gang leaders of gangs with base hours of more than 5000 hours.
2. "Duty and administration" fee for trading goods of base value with a minimum of 100k gralats on buyers.
3. Area Rent for Pkers near bases during forts.
4. Land Lease fee for basing gangs with more than 5k hours of 5k gralats for holding a second base.
As you can see, there aren't any taxes here. It's all administration fee.
Lyk, players simply don't want to play a game that punishes them for being on top. I know you wont see it as a punishment, but thats what it is to them. We need to find ways to encourage players to base and PK that don't involve them having to pay to win. Players already spend too much for little reward. Physically separating top tier gangs from the rest is probably the best solution we have at the moment, as it allows the lower tier gangs to compete amongst themselves before challenging the top tier gangs. im not sure why the basing fort hasn't been implented but i really hope that its still going ahead.
Rewards > punishments
Maybe give a bonus to newer gangs when they base?
ok after much thinking this is what I'm suggesting
LYK Foundation Central Basing Fund
Basically, gangs with at least 3k hours and are in the leaderboards for base hours for the week will receive a weekly payout called the LYK Foundation Weekly Premium.
Payout is calculated as follows: (total hours in a week (168 hours) - hours that the gang has attained for the week )x 10
The amount will be given to each member. Which means that the more the gang bases, the less they get.
If a gang gets 100 hours for the week (suggesting high level of dominance over a base), the payout they get per member will be (168-100)x10 = 680 gralats. However, if a gang bases for 2 hours and made it into the leaderboards, the payout they get is (168-2)x110 = 1660 gralats. So gang leaders will have to decide how they want to conduct their business to get a good balance between getting base hours and getting the LYK payout. Do note that they have to be in the leaderboards to receive this payout, so it discourages gangs from slacking too much to get the money but it also discourages against monopoly.
Of course, the Lyk foundation payout will be funded by Era Bank, not me :p

If you know that 5 hours per week for a gang who doesnt 'peace' any gang is alrdy very hard? Your foundation does not help any new gangs. Basing is made for strategy and skill not money game.

The thing we need is to prevent a very experienced gang like obsidian nbk m2s from making new gang tag. There is a lot of new gangs but they are all branches of experienced gangs. Multiple gang tags problably is one of the main reason which lead to monopolizing bases.
