Simply put. The system in place works IMO. The issue comes from finding good players who aren't already loyal to a well know gang, who will take a risk on a new gang, and who want to put in the lead effort to take a small fry gang and make it something self sustaining. So the question shouldn't be "how do we fix a broken system", but rather "how can we even the playing field between a large gang (recruit with ease, active sub gang, kik communication, has allies) and the small guy (people aren't as eager to join, doesn't get assistance from other gangs). One radical possibility I see is restructuring the amount of people allowed in a gang and nerf sub-gangs; this would never fly though with the community so consider it just an example of what I mean.
