I've gotta say,
I like the organization.
You've got a set time, as well as a set arena that somewhat simulates sections of the GST arena that are likely to have heavy activity.
The only piece I've gotta disagree with is this:

Same deal with the gun discrimination.
Saying "Shipka or better" is really up to the user's interpretation.
Personally, I think the Steampunk Pistol is better than the Shipka.
You may not.
But the results speak for themselves.
I can deal more damage with the Steampunk than I can with the Shipka.
So just a tip: Don't turn down people just because of their stats or their gun.
If they dress halfway decent, and can perform well, you'd be missing out on an opportunity to recruit somebody who can do you some good.
