Hearts PURPOSLY gave Kippy the gang and from there she became inactive. Kippy had full leader powers and could pass the gang in any way and he chose a person who had been jailed before, so what? The gang now is Pandavi's and he can chose if he wants to give it back.

Your right. but what your missing is, iPandavi has been trying to sell the gang for money, and in-game money.
This breaks one of the General rules, USD - any attempt to buy, sell, trade, share, receive or give away items or accounts in-game for any type of real money currency or gift card codes and vice versa.
This implies selling anything for money, is not allowed.
With all these "illegal activities" involved with iPandavi,
It is more logical, and "right" to give the gang back to the original owner of the gang rather than someone who who has been trying to sell the gang for money or in game items.
