As Illusions said, they have to fight their way to the top. Believe it or not, newbie gangs can always go on the top if they practice a lot. I like how the system it is at the moment.

read my post there, that may help you out a bit. One strategy i didn't list is possibly joining a big gang, gaining the loyalty of the members, then leaving and taking along the membs with you. kind of an a** move sometimes, but it can work.

LMAOOO, if there is smaller bases and only certain gangs with certain number can get the base, I guess I will just go put aside sparring, go back to obsidian and don't let the small game gain hours without working hard for them, they gotta earn their name and respect just like everyone else, that's why there is not such a thing as "smaller bases"
