I'm no staff but I can say that this will be a major flaw in the 2016 updates and improvements.

Most staff don't even take notice of the Staff Birthday House, lol. I'm pretty sure they'd much rather be celebrating in real life then spending a couple of hours dancing in the birthday house with a few people and a hat...
