Y would they only give it to the winners? I would want my hats to be worn by everyone, they also said they haven't released much summer content (meaning the hats would be released to everyone)

The hats will be released in a shop, so everyone is able to buy it.
The reward is that you don't have to pay for the hat that you made (and an EC), if it gets chosen.
