There's so much backend scripting you don't know about behind newspapers in-game that nobody has time for.

I think i said on another thread relating to the paper - the way it was implemented in game was a mistake.

There are better ways to handle it. I don't know if the game supports the display of PDF in game or not, but some sort of image display system could be nice. Developers could make a gui/system for approved staff to upload files or images/completed issues into the system to make it more automatic and not require back end scripting, or even just a link in the game that will download the latest issue to a players device.
