No the reason of the decline is due to real life, some many people quit this game because they wanna focus on their future or whatever.
It isn't due to "wanting to have a huge advantage over new players are the people that are holding the game back."
We have been looking forward to so many things over the years but it hasn't been added or fixed. If you would like me to list them all I will.
