It's quicker if you report him in-game as majority of the time when PR's are on they respond the quickest (personal experience) to any serious report concerning hacking (so adding a lot of detail helps).

I'd also advise you to try to get a raw video as it's hard to tell what's going on from the picture alone and people have been known to Photoshop Images.
