It's a plus, not a minus.
The only people it affects negatively are basers / pkers with limited skill who run around spamming food to circumvent dying, instead of attempting to dodge.
So instead, focus on your dodging, and don't rely on food to account for you running into bullets.
It puts emphasis on skill, which is always a positive.
