It's called being trade banned. usually a trade ban occurs when someone is caught doing USD excessively, spawning items, etc.. while one is trade banned admins investigate their account and remove items spawned/illegally given to them. Items that players win are given to them directly through the remote control (for example, the XXI and Jeff hats are given through this) and anything traded from an admin account is considered a spawned item and illegal. I'm not an expert on the matter but I know of several people who were trade banned, and those are the main reasons, so please correct me if I'm wrong.
