Why are you trying to change something that is fine as it is, basing doesn’t need to change, and this way is only punishing gangs and forcing them to fight. You clearly don’t support free bases but do you not realize that will not change regardless of what is done? It will be the same gangs at the same bases, in which they earned by warring
